Annual Report on the evaluation function 2022

The Annual Report on the evaluation function presents the performance of the centralized and decentralized evaluation function at UNFPA in 2022. In alignment with United Nations Secretary-General’s Our Common Agenda, it highlights the evaluation function’s contributions to advance global solidarity and multilateralism, further human rights and provide evidence on emerging mega-trends.
The report captures the agility, responsiveness and innovation in UNFPA evaluation, and details the contributions of UNFPA in building coherence among evaluation functions in the United Nations system. It presents the efforts of UNFPA evaluation to build national evaluation capacities and enhance intergenerational solidarity with youth in evaluation.
Among key highlights, an independent, intergenerational and diverse panel peer-reviewed the UNFPA evaluation function. This diversity is a first of its kind among peer review panels in the United Nations Evaluation Group (UNEG). The recommendations of the peer review will inform the new UNFPA evaluation policy in 2024.
The evaluation function is innovating in the use of Artificial Intelligence to increase the real-time responsiveness, effectiveness and efficiency of the evaluation function. In 2022, the Eval4Action campaign amplified global advocacy - co-led by youth - for meaningful engagement of youth in evaluation. This resulted in 850+ Youth in Evaluation manifesto adoptees and the launch of standards for enhancing youth engagement in evaluation.
UNFPA actively leads and contributes to several joint and system-wide evaluations and meta-synthesis exercises. In 2022, more than 60% of centralized evaluations are either joint or system-wide.
With nine out of ten key performance indicators achieved, the evaluation function delivers high performance. The results in evaluation quality, coverage and utility are sustained at a high level in 2022. A majority of the evaluations (96%) are quality-assessed as ‘good’ or higher, with an improved gender and disability-responsive lens. Going forward, the decentralized evaluation function and humanitarian evaluations will be further enhanced.
